What rules apply to EU citizens without German health insurance?

EU citizens are only entitled to social benefits (and thus to coverage of medical expenses) in Germany if they have worked in Germany for a certain period of time while subject to social insurance contributions or have been legally residing in Germany for at least five years. If a patient does not meet these criteria, an application for hardship assistance ( ) to cover medical expenses (temporary benefits) can be submitted to the social welfare office.
